President's Message

Greetings and Happy New Year to our members! It is truly an honour and privilege to be representing you as President and be part of this organization. Drawing on the expertise and dedication of the Board, we are looking forward to providing our membership vital resources and education, opportunities for connection, representation and strong value.

2024 was a year of remarkable growth and success, with membership increasing from 208 to 321 and representing 142 Alberta municipalities. Conference attendance grew by 24% and received positive feedback, and we hosted 4 impactful webinars. We also strengthened partnerships, including a joint working committee with the AAA and engagement with the GFOA and Alberta Muni’s conferences. A special thanks to all of you, the hard work of the Board, and the 2024 Conference Committee.

Looking ahead, our newly elected Board of Directors have hit the ground running and the Board is working towards our goals for this year. We are focused on several important initiatives:

  • Reviewing Business Improvement Area Regulations and gathering member feedback. AMTPA is a stakeholder and is looking for your voice to be heard in the Discussion Guide. Please see the website for more information and timelines to provide your responses.
  • Expanding membership and fostering engagement. You can help and assist by sharing information about AMPTA with other municipalities and engaging with us on LinkedIn
  • Collaborating with AAA on governance, training, and advocacy.
  • Engaging with the Premier’s Office on potential changes to municipal tax collection.
  • Planning education and training opportunities, including our 2025 Conference in Calgary (Sept 24-26).
  • Governance and sustainability

As we look ahead to 2025, we’re excited for all the opportunities and connections this year will bring. Here’s to another great year to connect, learn and thrive together!

Best regards,
Denise Schmaltz
President

We Need Your Voice on Business Improvement Area Regulation Policy Review

Municipal Affairs has included AMTPA as a stakeholder to support a full policy review of the Business Improvement Area (BIA) Regulation.  The engagement will gather feedback on unproclaimed Municipal Government Act (MGA) amendments dating back to 2017, and will include other recommendations.

The unproclaimed amendments include:

  • Consolidating BIA provisions in the MGA from Division 5 of Part 3 with Division 4 of Part 10;
  • Property owners to be BIA members and liable for BIA taxes;
  • Property owners to be board members;
  • BIA members to vote on switching to biannual audits; and
  • BIA levy exemptions for BIA offices.

As a stakeholder, AMTPA was provided with a discussion guide and will be providing a response back to Municipal Affairs by February 28th (extended date).

Please reference the regulation and discussion guide on the AMTPA website under 'Resources' and provide YOUR feedback to advocacy@ampta.ca by FEBRUARY 18, 2025.

We value your feedback and want to ensure that we are representing the voice of the Alberta Municipal Tax Professional Association members.
