BLOOM Centre for Municipal Education is an education and consulting firm dedicated to empowering and enabling municipalities to achieve excellence.

At BLOOM, we believe municipalities possess an untapped power.

Our goal is to strengthen municipalities from the inside out, through practical education, simple tools and dynamic partnerships — to become less dependent on external resources. More resilient. Better neighbours. More welcoming and inspiring and sustainable.

    Member Spotlight

    Angela Smith

Angela Smith works for the City of Medicine Hat as the Supervisor of Customer Care and Billing. She has 24 years municipal experience!  The majority of Angela’s experience is on the Billing side. “I had started in Customer Service, but had been away from it for 20 years. On the Billing side my focus was completing transactions, balancing GL’s, and creating tax notices – so the numerical facts and details. Now that I am back in the Customer Service environment, it requires a better understanding of the bylaws and MGA, to be able to implement and support the legislations.”

    Angela truly enjoys the outdoors.

"Cycling is my absolute favorite activity. We generally do 50-60 km rides. A ride isn’t a ride without some hills. There is a great network of paths in Medicine Hat, and we bike out of city limits as well. Though I’m not a fan of roots and rocks on my path. My other favorite happy place is kayaking. I love the thrill of some rapids, though the lakes can be peaceful to enjoy too. Winter is for snowshoeing and hiking!"

Angela has joined the association in order to increase her understanding of Bylaws and the MGA. She enjoys learning from others general municipal practices and be up to date with best practices. Angela’s’ experience with billing and balancing GL's provides the Association with expertise when completing our annual Audit.
